Incident Command System: "An Incident Command System/Unified Command (ICS/UC) is an efficient on-site tool to manage all emergency and multi-jurisdictional responses [local, state and federal]. Understanding the concepts of ICS/UC is as important for local responders, who generally arrive on-scene first and thus are most likely to implement the management system. The modular organization of the ICS allows responders to scale their efforts and apply the parts of the ICS structure that best meet the demands of the incident."
